Robert Silverburg's Majipoor

The world itself is an odd blend of hidden technology and magic, where machines create the air necessary to live in the government sector and carts float on beds of air. Even space travel is not unknown, although Majipoor is an interplanetary backwater. Magicians thrive on the planet, and the main disciplinary and advisory tools are dreams, controlled by the King of Sleep and the Lady of Dreams. The story itself is not as interested in technology as it is in fair government, which is a difficult enough propostion for a story that begins with the bodysnatching of the rightful heir to the adoptive monarchy of the fifty families.
